Crowdsec is absolutetly the way to go. Just be aware you need the engine and what they call a “bouncer” both running, but they have easy instructions about how to install both.

No ZigBee, zwave or threads. Only has WiFi/bluetooth built in.

They sell 2 separate antennas that each handle ZigBee/threads and Zwave, respectively for about $100 total.

Seattle, and Washington state to a lesser degree, have done something similar along its huge light rail expansion. Any site within 1/2 mile of its stations has no parking requirements, and I think can be 4 stories tall. Anything within a quarter mile can be 6 stories.
