“considering”? What the fuck is there to consider here

When I read this earlier “yet to” was not in the headline. Maybe I missed it but that’s what prompted me to read the article in the first place.

Headline is the opposite of what the article says… edit: I might have missed it but I swear the headline said a deal was reached, rather than “yet to be”. I was even thinking it was an AI headline.
