That was a popular police tactic back in the 1980s. They’d have a guy pretend to be drunk with money falling out of his pocket. Easy arrest. Eventually the courts called it entrapment. Definitely a Rudy style trick

Crime went down all over America around the time he was elected. He took credit for stuff he had no control over.
