If I’ve learned anything from playing Civilisation, making a peace deal with an aggressive enemy when they’re starting to lose just means they need a moment to rebuild their army so they can try again.
In Civilization I, making a peace deal with an enemy means they stop attacking you for a few turns, meaning you get a free hit on them with no repercussions.
Also seems like the AI loves that trick in Civilization II, because unlike the player they don’t get penalized.

A home invader has killed one of your children and taken over the living room. He continues to threaten to kill you all and demands that you turn over your whole house. The rational response here is not to “make a deal” and give him the living room and take one-less-child as a cost of doing business.
